The United States and Africa: Policy statement of secretary of State William Rogers

At the end of March, 1970, Secretary of State William Rogers issued a policy statement on Africa, which is reproduced in full in this paper. In his address Mr. Rogers explained what America is expecting from a relationship with Africa but this will not be complete without understanding the needs of Africa. However to ensure the development of Africa the United States will have to lend economic assistance, technical co-operation, support private investment and increase trade relations. America will strive to find a peaceful solution to the South Africa problem and to bring about change in Africa.
