“The first part of the paper, as its title suggests, deals with possible motives for Soviet action in Southern Africa, providing the framework in which the Soviet threat
to South Africa may be assessed. The second deals with what is probably the best evidence of Soviet imperial ambitions – the expansion in the size and activities of the Soviet fleet. The third winds up the paper with an examination of the military threat to South Africa proper in the light of the
other two sections.”
