“This Paper attempts to explain the historical, political and economic
framework within which the states operate in the Horn of Africa, to identify Superpower involvement there and to shed some light on the region’s refugee and other problems. It also briefly narrates the sequence
of events surrounding the South African Foreign Minister’s visit to Mogadishu and makes some tentative suggestions as to the manner in which South Africa might become fruitfully involved in Somalia.”
