The Commonwealth, Nigeria and South Africa

Nigeria has been a matter of international concern as it is a divided country with a history of instability and conflict, including civil war. This paper describes the situation that existed in 1995 at the Commonwealth Conference and the outcomes of the Millbrook discussion on Nigeria. The Harare declaration and the commonwealth reaction at Millbrook may be signposts pointing to a hard difficult road ahead but it is one that the international community with south Africa’s help has started to tread, albeit slowly and hesitantly.
