Tackling the Multi Headed Dragon Evaluating Prospects for a Single Anti-Corruption Agency in South Africa

“This paper attempts to contribute to the debate on how to combat corruption most effectively in South Africa. After examining criteria for successful anti-corruption agencies, discussing the Hong Kong Independent Commission Against Corruption, identifying the range of anti corruption
bodies which exist in South Africa, with a special focus on the Heath Special
Investigating Unit, and examining arguments around rationalising versus co-ordinating
existing structures, the argument is developed that South Africa will need to bolster existing resources, especially the criminal justice system, rather than create new agencies.”
