Strengthening parliamentary democracy in SADC countries: Namibia Country Report

“This report examines how the Namibian parliament engages with the public
in its work and, in turn, how civil society actively participates in the legislative
process. In order to gain an understanding of these processes, research in Windhoek and Walvis Bay was undertaken, during which a range of individuals and organisations were interviewed. In addition, a literature survey on the topic was conducted. A number
of clear and significant trends emerged from the research.In sum, Namibia has good potential for a parliament that actively engages with civil society; however, in practice, a great deal has to be done in order to convince all sides of the benefits of constructive civil participation and to equip all potential participants with the necessary tools to make such engagement
meaningful.”
