South Africa’s Investment Landscape: Mapping Economic Incentives

“This paper considers the effects of the global economic crisis on the South African
government’s recent economic policy developments, especially those aimed at job creation. The first section of the paper presents a short review of South Africa’s economy in the wake of the global crisis that began in 2007–2008. This section also considers the government’s economic vision and industrial policies, as well as the ‘Gateway’ initiative aimed at establishing South Africa as an investment avenue into the rest of Africa. The second section examines issues fundamental to discussions on FDI and domestic investment: investment policy, investment promotion and investment incentives. Section three offers an overview of three major investment-focused areas introduced in section two, in a South African context. This concluding section also presents the results of a survey distributed to provincial investment promotion agencies (IPAs), as well as a
catalogue of economic incentives aimed at developing specific groups, regions and sectors.”
