Briefing Paper

Simpler, Better, Faster Review of the 2005 Firearms Amnesty

“This paper reviews the process of the 2005 firearms amnesty with particular focus on station level; assesses the meaning and impact of the amnesty, examining the factors for success; and offers suggestions for consideration for future amnesties. Contrary to popular belief that most of the guns
collected during the six-month amnesty period were licensed weapons surrendered by legal gun holders, most of the firearms removed from circulation were illegal.”
