The first paper: The western/Namibian initiatives sets out to explore the origins of the western diplomatic initiative on Namibia, to advance reasons for its failure, and to suggest some of the elements required for its revitalisation. This second paper’s preoccupation is on potential ties between an independent Namibia and Southern Africa. The article by Don Mchenry describes UN resolution 435 with regard to Namibia. South Africa’s foreign policy is the subject of the next article and the bulletin ends with some book reviews.
