Monitoring Fragile Ceasefires The Challenges and Dilemmas of the role of AMIS

“This paper focuses on the operational level, and seeks to examine the efforts of AMIS to stabilise the security situation
in Darfur in order to improve the
humanitarian conditions on the ground. It also looks at the non-commitment of the parties to the Humanitarian Ceasefire
Agreement (HCFA) of 2004, and its related protocols. This examination also includes the activities of the non-parties to the HCFA, namely the Janjaweed, armed militia and bandits, as well as Chadian rebels and mutineers. The paper also examines the role and efforts of the international community in complementing those of the AU. With the imminent UN take-over of the mission, the paper makes proposals for the way forward to facilitate a smooth transition.”
