Intelligence in African Peace Operations: Addressing the Deficit

“The aim of this paper is to highlight some of the more salient requirements for intelligence in African peace operations, and to provide insights into how these needs are (or are not) being met. It does so with specific reference to intelligence needs related to civilian protection, arms embargoes and DDR, and to the role played by Military Observers, Political Affairs Officers and appointed experts in peace operations. The paper concludes with an
overview of ongoing efforts to establish Joint Mission Analysis Cells as a solution to current intelligence deficits.”
