Expert Meeting on the Future of DDR Programming in Africa [Second part]

“The present DDR programme aims to address a
minimum of 300 000 ex-combatants through a security and development plan. Mohammed noted that DDR cannot be discussed in isolation; it has to be linked to the
political programmes and to the social and development programme of the country. There are three agreements governing DDR in Sudan:
the Comprehensive Peace Agreement (CPA), the Darfur Peace Agreement (DPA), and the East Sudan Peace Agreement (EPA). The most detailed and inclusive of these regarding DDR is the CPA. Unfortunately, the CPA does not include SSR. The DPA, however, quotes SSR as one of its activities. Although the developers of the EPA were not enthusiastic about DDR, viewing it as external negative interference, Eastern Sudan has advanced the
furthest in terms of DDR.”
