Delivering on the Responsibility to Protect Reforming the Security Sector to Protect the Most Vulnerable in Burundi

“The purpose of this paper is to provide
initial insight into how the responsibility
to protect is being devolved to national
authorities in a specific context. Specifically, the paper considers the extent to which recent reforms to the security sector in Burundi have contributed to greater protection for vulnerable populations. The paper first highlights the conceptual and practical links between the responsibility to protect and security sector reform SSR). It then provides a short overview of progress in the area of military and police reform in Burundi. Next, the
paper offers an initial assessment of the
impact of reform efforts on vulnerable populations.”
