Deepening Democracy in Uganda Legislative and Administrative Reforms Ahead of the 2011 Elections

“This policy briefing paper presents a summary of findings from a study on the legal and administrative reforms that the Government needs to undertake in order to facilitate the proper functioning of a multiparty political system in Uganda. In July 2005 Ugandans voted through a national referendum to change from the Movement
Political System to the Multiparty Political System after 20 years under the National Resistance Movement (NRM) administration
(1986-2005). The paper underpins the fact that the first multiparty elections in February 2006 after nearly 25 years were marred by political violence and multiple irregularities.”
