Creating Urban Citizens: Stephen Goldsmith & America’s new urbanism in the city of Indianapolis

Goldsmith commented that all the issues discussed in the review were basically focused on the following principles: safe streets, strong neighbourhoods, and a thriving economy. The organising principle was competition – described as the engine that drives excellent performance. They wanted to be a competitive city at 2 levels. They worked to be competitive as a city, i.e. to be regarded as possessing unique advantages when compared to other cities and regions. Competition had to drive their provision of services whether they were providing it themselves or co-ordinating their provision through private vendors.
