The Citizen Alternative Budget

The Citizen’s Alternative Budget contains budget proposals from the public and private sector stakeholders, who attended the IEA annual pre-budget hearings that took place on the 14th and 15th February, 2018. The proposals submitted were consolidated and synthesized by IEA according to the
various Medium Terms Expenditure Framework (MTEF) sectors, largely based on their feasibility, whether they make economic sense and whether they are in line with the National priorities of the Government. Furthermore, this alternative budget takes cognizance of the draft budget policy
statement 2018/19 as a pre-budget statement that sets the macroeconomic framework through which the Government will prepare the forthcoming budget. The Alternative Budget seeks to influence Government decisions and help Civil Society develop viable alternatives to Government policy. Equally, it provides a complementary avenue for deepening participatory budgeting, given the legal basis for public participation in Government planning and budgeting processes. As the country transits to a Devolved System of Government, it is envisaged that, through the IEA Pre-Budget Hearings and Citizen Alternative Budget, there is likely to be an increased Civil Society engagement in County Government planning and budgeting.
