Occasional Paper

Burundi and the Future of Humanitarian Intervention

“This paper is an attempt to establish a legal basis within the framework of international law for humanitarian intervention in a world of nominally sovereign states. It will be argued that a
norm of justified intervention can be found in the UN Charter, the Universal Declaration of Human Rights and human rights covenants, as well as in the practice that is presently
developing. This paper concludes that a legally justifiable basis for humanitarian intervention can be found within the existing international law framework.”
