Analyse des Plans d’Investissements Agricoles les cas du Senegal, du Mali et de la CEDEAO / Analysis of Agricultural Investments the Cases of Senegal, Mali and the CEDEAO (ECOWAS)

“The Economic Community of West African States (CEDEAO) and the New Partnership for Africa’s Development(NEPAD) have implemented ECOWAP (Agricultural Policy of the Economic Community of West African States) / PDDAA (Comprehensive Africa Agriculture Development Programme) to assist governments in defining their national investment plans. The objective is to encourage governments to shift from a project-based approach to a sectorial approach in the implementation of these plans. Unlike national investment plans which are not without their limitations, the regional model places much importance on improving the overall investment environment. In Senegal, for example, the majority of investments are oriented towards stimulating production. In Mali, instead, even though the budget reserved for increasing productivity is substantial, the national investment plan does comprise a component aimed at improving the investment environment. A failure to effectively involve producer organisations (OP) and civil society organisations (OSC) in the defining of the national investment plans has rendered the organisations unable to fulfill their representative roles. Regional governments need to take into account the regional investment model in the definition and implementation of their investment plans, and it is argued that the CEDEAO should play a key role in regional trade. / La CEDEAO et le NEPAD ont mis en place l’Ecowap / PDDAA pour aider les États à élaborer leurs plans d’investissements nationaux. Il s’agit d’encourager les États à passer d’une approche projet à une approche sectorielle dans la mise en œuvre de ces plans. Le modèle régional accorde plus d’importance à l’amélioration de l’environnement des investissements mais tel n’est pas le cas des plans d’investissements nationaux qui présentent des limites. Au Sénégal par exemple, la majorité des investissements est orientée vers la production. Au Mali par contre, même si le budget réservé à la production est élevé, le plan d’investissements du Mali accorde néanmoins un volet à l’amélioration de l’environnement des investissements. Il faut en outre noter le manque d’implication effective des organisations de producteurs (OP) et des organisations de la société civile (OSC) dans le processus d’élaboration des plans d’investissements nationaux, ce qui n’a pas permis à ces dernières de bien jouer leur rôle représentatif. Les États de la région doivent donc davantage prendre en compte le modèle régional dans la mise en œuvre de leurs plans d’investissements. Quant à la CEDEAO, elle doit jouer un rôle primordial dans les échanges avec les États de la région.”
