Agricultural Policy and Institutional Framework for Transformation of Agriculture, Economic Development and Poverty Reduction in Rwanda

“This document provides a brief guide to the institutional, and policy framework for transformation of agriculture, economic development and poverty reduction in Rwanda. Internationally, Rwanda’s agricultural
policies are embedded in a framework of conventions and protocols such as the Millennium Development Goals (Global development aspirations by 2015), the New Partnership for African Development (NEPAD),
Common Markets for Eastern and Southern Africa (COMESA), the East African Community (EAC), Vision 202 (the country’s long term development framework), the Economic Development and Poverty Reduction strategy 2007-2012 and finally the Plan for Strategic Transformation of Agriculture – (the midterm
implementation plan for the Vision 2020). Strategic interventions to achieve EDPRS objective “increase economic growth” indicates Rwanda’s recognition of the agriculture sector’s leading role in economic
development and poverty reduction. The sector is directly regulated by the National Agriculture Policy.”
