Odd-Helge Fjeldstad

Prof. Odd-Helge Fjeldstad is Extraordinary Professor at the African Tax Institute, University of Pretoria, (ATI); Research Director of the International Centre for Tax and Development (ICTD); and Senior Researcher at Chr. Michelsen Institute (CMI) where he coordinates the research group on tax and public finance management.

He has more than 25 years of experience from research and policy analysis in Eastern and Southern Africa and the Middle East.

Fjeldstad has also published widely, both scholarly and policy-oriented, authoring several dozen articles and book chapters on tax reform, revenue administration, tax compliance and evasion, fiscal corruption, capital flight, local government taxation and intergovernmental fiscal relations.

Fjeldstad’s work has involved long-term collaboration with research institutions in Angola, Namibia, Palestine, South Africa, Tanzania, Uganda, and Zambia. He has been advisor for African Governments on public financial management, and has worked as consultant for bilateral and multilateral development organisations, including ATAF, DFID, Norad, the Norwegian Ministry of Foreign Affairs, OECD, IFC and the World Bank.

He has extensive experience in research management and has served as director of major multidisciplinary research and training programmes, including the U4 Anti-Corruption Resource Centre (U4) and the Taxation, Aid and Democracy programme (TAD). Currently, he is joint-director of the five year (2014-19) programme “Tanzania as a Future Petro-State: Prospects and Challenges” (TAN-FUPEST), and coordinator of the three year (2014-17) research project “Taxation, Institutions and Participation (TIP): The Dynamics of Capital Flight from Africa” (TIP).
