Marshall Conley

Dr. Conley is the author of more than 140 publications and professional papers. He is a former Senior Professor of Human Rights, International Organization and Peace Studies at Acadia University, Nova Scotia, Canada until 2000. Currently, he is an Adjunct Professor at Dalhousie and Acadia Universities. He is currently President of Conley-International Education Consultants. He has developed training programs for governments, international organizations and non-governmental organizations in 30 countries. His clients have included the African Union, UNHCR, UNHCHR, ILO, UNCTAD, UNESCO, UNSSC, UNICEF, the United Nations Rule of Law Unit, the Council of Europe of the European Union, a number of Canadian Government Departments, as well as a variety of international NGOs. With over 25 years of experience he has administered projects in 21 African countries and designed and conducted training in a variety of venues from Africa, Europe, Asia and North America on subjects ranging from security for UN Peacekeepers, Training of Trainers, rebuilding war-torn societies, DDR, Early Warning, African Union Senior Police Commanders courses, UNIMID (Darfur) pre-deployment training, Democratic Development and Governance, Pre-deployment Training, citizenship development, human rights reporting and teaching, to ethical and rights issues related to the human genome.

He is the author of three on-line courses: “Conflict Analysis and the Nature of Conflict in Africa” (PATRIR – Peace Action, Training and Research Institute of Romania); “Early Warning and Early Response and Contemporary Peace Operations – EWER; and “Security for United Nations Peacekeepers.”    

He has provided Human Rights technical assistance to a number of Governments (reporting obligations under the various International Conventions – Antigua, Belize, Benin, Cape Verde, Cote d’Ivoire, Dominica, Gambia, Ghana, Guatemala, Latvia, Lesotho, Madagascar, Namibia) and NGOs in 18 countries (capacity building and promotion), plus the UNESCO Offices in Paris, Moscow & Chile, UNHCR Geneva, UNHCHR Geneva, ILO Geneva, UNCTAD Geneva, and, UNDP Great Lakes Nairobi, since 1989.
