Ameliorer la Gouvernance Forestiere au Senegal : Enjeux Actuels et Perspectives / Improving the Governance of Forestry in Senegal: Current Issues and Prospects

Combined reflections that are developed as part of the National Commission for Land Reform offer the opportunity to conduct in-depth discussions on the challenges to improve forest governance. These preliminary assessments and adjacent reflections allow for a series of recommendations to the attention of stakeholders in forest governance in Senegal, including the central government, local governments, rural communities, community organizations, NGOs and pressure groups. These are: • To develop within the CNRF a reflection on the conditions for the improvement of the governance, including securing and the recognition of the land rights of local communities; •to identify levers that can aid local communities with management of forest areas located within their territory. Such a strengthening of the decentralized management systems of forest resources should go hand in hand with the adoption of accountability measures which constitute a guarantee of transparency; Establish a regulation on the volume of charcoal to be exploited on the basis of the opportunities offered by the
managed forests; Strengthen the institutionalization of mechanisms allowing the village committees and inter- villagers to take real advantage of the benefits of participatory management of forests (financial resources,capacity building, etc.); to reinforce the institutionalization of the mechanisms allowing the village committees and inter villagers to really benefit from the advantages of the participative installation of forests (financial resources, reinforcement of capacities, etc); • Develop and implement technical procedures allowing to take into account the various functions that fulfill the forest massifs (production of wood energy, environmental services, social values,
cultural and symbolic) in forest management plans ;restructure the system of forestry taxation in order to make it more consistent with the interests of local people and ensure that the operation is transparent. / Les réflexions concertées qui sont développées dans le cadre de la Commission Nationale de Réforme Foncière offrent l’opportunité de mener des discussions approfondies sur les défis à relever pour améliorer la gouvernance forestière. La présente évaluation préliminaire et des réflexions adjacentes permettent de développer une série de recommandations à l’attention des parties prenantes de la gouvernance forestière au Sénégal, notamment le Gouvernement central, les collectivités locales, les communautés rurales, les organisations communautaires, les ONGs et les groupes de pression. Il s’agit de : • Développer au sein de la CNRF une réflexion sur les conditions d’amélioration de la gouvernance, notamment la sécurisation et la reconnaissance des droits fonciers des communautés locales ; • identifier des leviers pouvant favoriser l’exercice par les collectivités locales de leur pouvoir de gestion sur les espaces forestiers qui sont situés sur leur territoire. Un tel renforcement du système de gestion décentralisée des ressources forestières devra aller de pair avec l’adoption de mesures de reddition des comptes qui constituent un gage de transparence ; • instaurer une réglementation sur le volume de charbon de bois à exploiter sur la base des possibilités offertes par les forêts aménagées ; • renforcer l’institutionnalisation des mécanismes permettant aux comités villageois et inter- villageois de tirer réellement profit des avantages de l’aménagement participatif des forêts (ressources financières, renforcement de capacités, etc.) ; • développer et mettre en œuvre des procédures techniques permettant de prendre en compte les diverses fonctions que remplissent les massifs forestiers (production de bois d’énergie, services écologiques, valeurs sociales, culturelles et symboliques) dans les plans d’aménagement forestier ; • restructurer le système de la fiscalité forestière, afin de le rendre plus conforme aux intérêts des populations locales et de lui garantir un fonctionnement transparent.
