Mallory Baxter is a Thematic Research Partner at Mastercard Foundation focusing on the Mastercard Foundation Scholars Program and secondary education initiatives. She has previously lived and worked in Rwanda, managing large-scale research projects and worked in the Canadian government as an economist focused on fiscal policy and education finance. She has Masters degrees in International Development from Johns Hopkins School of Advanced International Studies and Economics from the University of Guelph.
