Toughedah obtained her M.Comm in Economics from the University of Cape Town in 2007. She worked as a Local Government Revenue Analyst and then as an Economist for the Western Cape Provincial Treasury, before joining the DPRU as a Researcher in 2008. In 2010, she became Programme Manager for the Employment Promotion Programme.
