Tamara Billima Mulenga

Tamara Billima is a Research Assistant in the Human Development Unit at the Zambia Institute for Policy Analysis and Research (ZIPAR). Before joining ZIPAR in 2013, she served in various capacities as Microfinance Advisor and Development Coordinator at CARE International. Her work at ZIPAR includes poverty analysis and developing policy recommendations on how to reduce poverty in Zambia and improve the standard of living of Zambians. While at ZIPAR she has contributed to developing a resource allocation model for the Constituency Development Fund and also worked on identifying opportunities in the Livestock Sector for wealth and job creation. Her current works are on developing strategies that can transform the self-employed solo entrepreneurs into employers.
